To provide a glass-based empty substrate integrated waveguide device.SOLUTION: There is provided a method of making low-loss, high-Q empty substrate integrated waveguide device and/or system that are mechanically and thermally stabilized in a photosensitive glass-ceramic substrate. A photosensitive glass-ceramic process enables a high performance, high quality, and/or low cost structure.
