A thin film made of a magnetic loss material in which Fe, Co and Ni are dispersed in a continuous phase of an oxide is formed on a surface of the glass, and heated by a high-frequency induction heating. The heating is conducted by disposing an oscillator near the thin film or a transmission line disposed near the film and connected to a high-frequency power source.
