By pressing the control rack 3 of a fuel injection pump P in a fuel amount increasing direction R by a start spring 14, the control rack 3 is placed in a start-up amount increasing position at the time of starting an engine. A start-up fuel regulation bolt 28 is provided in a machine wall 25 opposite a governor lever 1 associatively connected to the fuel injection pump P and the control rack 3. By rotating the start-up fuel regulation bolt 28 to operate adjustment, the maximum moving amount of the first governor lever 1 in the fuel amount increasing direction R is adjusted and the start-up amount increasing position of the control rack 3 is adjusted.
