A receiving base plate 1 is fixed to an engine, a governor lever 2 is pivotably supported by the receiving base plate 1 through a supporting shaft 3 in an oscillating manner, a compression coil spring 8 is freely fitted to the supporting shaft 3, and interposed in a compressed condition between a holding plate 10 of the supporting shaft 3 and the governor lever 2 one end 11 of the compression coil spring 8 is locked to the receiving base plate 1, and the other end 12 is respectively locked to the governor lever 2. Because the governor lever 2 is energized by the compression coil spring 8 jointly with the function of the coil spring, the play of the governor lever 2 can be eliminated by a simple structure. The governor lever 2 is subject to the rotational moment by the spring 8, and the governor lever 2 is smoothly operated.
