To maintain an opening of a throttle valve 2 in a fully closed state or in a state nearly equal to the full close when operation of an internal combustion engine is stopped, and to make choking operation unnecessary at the time of restarting, in a governor type speed governing device equipped with a governor lever 3 linked with the throttle valve 2 in an intake system to the internal combustion engine, a governor spring 8 connecting a space between the governor lever 3 and an accelerator operating tool 6, and a governor mechanism 10 rotating the governor lever 3 in a closing direction of the throttle valve 2 in proportion to increase in engine speed.
A regulating member 11 for maintaining the opening of the throttle valve 2 in the fully closed or the state nearly equal to the full closed when the accelerator operating tool 6 is set in an idle operation position is provided between the governor lever 3 and the accelerator operating tool 6.
