PURPOSE: To reduce the stop operation load, by stretching a connecting spring between first and second governor levers, and providing a stop lever for moving a control rack to the fuel increasing side while resisting against said spring.

CONSTITUTION: A connecting spring 25 is stretched between first and second splitted governor levers 7, 9. The first governor lever 7 is connected to a control rack 20 and the second governor lever 9 is connected to a governor sleeve 6. When a step lever 32 is rotated while resisting against the connecting spring 25, the connecting spring 25 elongates even if governor force is being applied onto the second governor lever 9, thereby the first governor lever 7 can be moved irrespectively of the governor force. Consequently, the stop operation load can be reduced.
