PURPOSE: When granulated coal is formed from a fluid of coal slurry, the amount of coal, ash content and water content are measured to control the amount of the binder and the flow rate of the waste solution, whereby the objective coal granulates with dehydration activity and high stability is economically produced in high efficiency.
CONSTITUTION: A mixture of coal powders 5 and 14 crushed by the crushers 3 and 12 is kneaded together with a binder 21, then mixed with water 27 to form a slurry in the tank 50. Then, the granulator 33 is used to form granulated coal 35 by coagulating the powder around nuclei bearing the binder 21 and the granulated coal 35 separates from the waste solution 38. At this time, the amount of coat 7, 16, water 9, 18, ash 10, 19, oil in the granules 36, particle size 37, oil content 40 and coal content 41 in the waste solution are measured and the amount of the binder 21 and the flow rate of the waste solution 38 are controlled according to these observed results.
