To provide a grinder and a grinding method, stably grinding the tooth flank of a tool in a short machining time.
In this grinder, a grinding wheel 5 is rotated, and while the rotating grinding wheel is reciprocated in the horizontal direction to the tooth flank 2 of the tool, it is fed in the vertical direction to approach the tooth flank of the tool to cut the tooth flank of the tool. This grinder includes: a power detector 15 for monitoring load power of a driving motor 6 of the grinding wheel 5; and control devices 10, 16 for receiving the data representing the load power from the power detector, detecting the contact between the grinding wheel and the tooth flank of the tool from the change in the data and making the feed speed of the grinding wheel before detection higher than the grinding speed.
