To provide a tool and a grinding and cleaning method where fouling caused by firm deposits such as a scaly scar and the like on glass can be removed simply and easily by a mechanical method without damaging a base material.
A grinding and cleaning tool is mabe by coating an abrasive grain paste on an action surface which is the front surface of an abrasive grain holding plate being backed with a soft elastomer. Rubbing is performed so that the thickness of an abrasive grain layer formed between fouling caused by firm deposits and the action surface becomes very thin to the degree of abrasive grain particles not flowing. The position of the respective abrasive grains is kept because the edge of the projected abrasive grains is pushed on the action surface of the elastomer. The posture of each abrasive grain is restrained by entangling neighboring abrasive grains and then the abrasive grains having no escape shave the deposits.
