To provide a diamond grinding wheel free from circumferential vibration of a cutting blade.
A grinding wheel 1 having a grinding wheel body 3 formed of angular columnar diamond chips arranged in an end surface of a wheel base 2 is manufactured in the following order. First, a plurality of chips respectively having a flat tip are arranged in the circumferential direction without a clearance, and these chips are fixed to the wheel base 2 to structure the grinding wheel body 3. A tip (a grinding wheel surface 4) of the grinding wheel body 3 is formed of a plurality of grooves radially extended from the center of rotation and arranged in the circumferential direction with an equal pitch. The inner peripheral surface of the grinding wheel body 3 is ground along a concentric circle with the center of rotation to form cutting blades arranged in the inner peripheral edge of the grinding wheel surface 4 in the circumferential direction with an equal interval.
