A grommet 10 includes the resin inner ring 21 which is fit in the grommet body 11 and in which vehicle body anchoring claws 23 (23a to 23d) anchored to the rim of an insertion hole H in a vehicle body panel P are protruded from its tip peripheral edge. Multiple fixing claws 24 (24a to 24d) are radially protruded from the base end side of the inner ring 21 in the axial direction at intervals in the circumferential direction and each fixing claw 24 is in a hooked shape and provided at its end with a hooking protrusion 25. The grommet body 11 is provided with multiple through-holes 18 (18a to 18d) penetrating the individual fixing claws 24 in the peripheral wall 15a of its large-diameter cylindrical unit 15 in which the inner ring 21 is fit. The fixing claws 24 are inserted into the through-holes 18 and the hooking protrusions 25 at the ends of the fixing claws 24 are abutted against the outer surface of the peripheral wall 15a.
