PURPOSE: To eliminate a wind effect to a ground effect wing and to obtain excellent turning performance and stable flight with low noise by connecting a body comprising a boarding part and the ground effect wing, a power part, and a traction part having a water propelling device with a connecting rod for a horizontal flight.

CONSTITUTION: A water nozzle 2 as a water propelling device is provided at a traction part 1 having the water propelling device, one end of a connecting rod 3 is attached to the upper surface of the traction part 1, and the other end is attached to the lower part of a body 4 on which a boarding part is provided. The body 4 is integral with a ground effect wing 5, an auxiliary body of buoyancy 6 is provided at both ends of the ground effect wing 5, and a vertical tail 7 and a rubber 8 are provided at the rear of the body 4. In landing on the water in a stationary state, a machine floats on the water with three points of the traction part 1 and the body of buoyancy 6, and in a flying state, when speed is increased by jetting water from the water nozzle 2 provided at the traction part 1, the traction part 1 floats on the water and the body 4 in the air by the ground effect wing 5 so as to enable flight on the water.
