A ground improvement device 2 constituted of cultivation tanks (A1 to A2), a calcium source tank (B), a supply tank (D), an injection pipe (E) and a material conveyance system (F) appropriately connecting them is installed in a construction site 1, and calcified bacteria cultivated and multiplied in the cultivation tanks (A1 to A2) is used to manufacture ground grout 12 in the cultivation tank (A2) used also as a mixing tank (C), and the ground grout is injected via the injection pipe (E) into the ground.
