To effectively use a facility throughout the year in regard to a conventional road heating system exchanging heat by primary circulation water and secondary circulation water that stops operating when there is no snow coverage.

When there is no snow coverage, by taking thermal energy, namely ground surface heat by solar radiation causing a temperature rise of the ground into the road heating system exchanging heat by the primary circulation water and secondary circulation water, the ground surface heat is taken out and used as hot water.
