PURPOSE: To provide a grounding-conductor extraction unit which does not require a field relaxation means any more, which can be made compact and by which the watertightness (the airtightness) of a grounding-conductor extraction part can be ensured easily.

CONSTITUTION: A grounding-conductor extraction unit is provided with a grounding metal fitting 4a which is arranged so as to come into contact with an external metal shielding layer 1b for a power cable, with a grounding conductor 3b which is connected to the grounding metal fitting and which is derived to the outside and with a grounding-conductor-extraction-part cover 10 in which the grounding metal fitting is built and which is formed so as to derive the grounding conductor. The volume resistivity of a material forming the grounding-conductor-part cover itself is set at 108 to 1010Ω.cm or the relative permittivity is set at 10 to 40, a part of the grounding-conductor-extraction-part cover is brought into contact, and set to continuity, with an external semiconductive layer 1c in the step-stripped part of the power cable, and the cover is applied to an insulator 1d. Then, the grounding-conductor-extraction-part cover itself can operate a field relaxation action.
