The groundwater management system which performs management for setting the groundwater level in a management area at a predetermined water level or below includes: a permeable layer 11 which is provided at a depth set below the predetermined water level; first and second water collecting pipes 12 and 13 which are almost horizontally arranged in the permeable layer 11 and can collect the groundwater of the permeable layer 11 via a pipe wall; and the pumping well 10 which is connected to the first and second water collecting pipes 12 and 13.
