To provide an easy method of accurately evaluating a hall call which may occur in the future in an allocation evaluation function for a newly registered hall call by reflecting the state thereof at the time of the future.

Whether or not each elevator can be allocated to a floor which may be called in the near future at the time of allocation in the future is determined, and only the allocable elevators are selected (sorted). Such cases that an already allocated hall call is long and a car is full of passengers are predicted for each elevator, and such elevators are omitted beforehand, and the serviceability of the surely allocable elevators to a future call story is evaluated.
