The hand-push vehicle 4A includes a first heating and cooling device 100. The first heating and cooling device 100 includes a heating and cooling section 1, a fin 2 and a fan 3. The heating and cooling section 1 has a Peltier element to heat and cool the human body with the Peltier element. The fin 2 executes heat exchange between the heating and cooling section 1 and air.
