This handle device has a casing 2, which is formed in a square box shape, in which a top face is opened, and in which a bearing hole 2b and an inserting hole 2d are formed on the same axis in a pair of opposed wall surfaces in a rear surface board and a front board and the bearing hole 2b is formed in response to an opening hole C penetrated at the specified place of the internal wall surface of the open-close board B, a slider 3 inserted into the casing 2 under the state, in which a front end 3e is projected and energized from the top-face opening of the casing 2, and an inner hole 4a, in which a flange section 4e abutted against the outer circumference of the inserting hole 2d of the casing 2 is formed to the outer circumference of one end section and which is opened at the front end section. The front end section is freely expanded and contracted elastically by forming a slit 4b reaching the inner hole 4a, and has a rotary operating shaft 4 engaged into a peripheral groove formed to the inner circumferential section of the bearing hole 2b, to which a pawl section 4c shaped to the outer circumference of the front end section corresponds, in an expansion-contraction elastic manner and a handle 5 being integrally interlinked with the inner hole 4a of the rotary operating shaft 4, being projected from the external wall surface of the open-close board B and turning and operating the rotary operating shaft 4.
