The hat block includes a head block for forming a crown, and a brim block having an opening enabling the lower part of the head block to be inserted and formed in the upper face, and a sleeve for supporting the insertion part of the head block to be inserted from the opening into the inside so as to be slidable in the vertical direction within a prescribed range. The device for producing the hat is obtained by installing hooks having upward hooks at four positions of the front, back, right and left of the lower rim of the brim block, fixing one terminal of a hinge resiliently urged to the outwardly opening direction to the four positions at the upper edge of a stand corresponding thereto, and installing an elastic ring capable of engaging with the hook at the other terminal. The shaping tool is constituted of a skirt body composed by linking the upper edge into a ring shape, dividing the lower part into a plurality of hung fragments by a tapered slits formed at a constant interval in the circumferential direction, and integrally forming a penetration part of a string body at the lower edge of the hung fragments. The fixing tool of the hat body is constituted of a belt body having the integrally formed penetration parts of the string body at a proper interval in the longitudinal direction.
