To solve problems in which persons feel discomfort because of bad ventilation of the inside of umbrella, hat, raincoat, etc., used, when they are worn, though the umbrella, the hat, the raincoat, etc., are usually worn when persons operate in farming, forestry, fishing and work site or when persons carries out sport watching, live admiration, soccer, baseball, mountain climbing, angling, jogging, etc., and sufficient effect is not obtained when conventional hats are used in order to prevent cold of winter season.

A small-sized portable fan is attached to a hat to eliminate comfort when wearing the hat. As a result, outdoor activity can comfortably be carried out even under the scorching sun. A transparent UV cut sheet is attached to the hat in order to block the face and the neck from ultraviolet light to prevent sunburn.
