To provide a power generating device by use of sewage easily installed and maintained.

An upstream sewer 7 is connected to an upper part of a manhole body 1 disposed almost in a vertical direction, and a downstream sewer 9 is connected to a lower part. A pendulum type cleaner 11 receives sewage flowing in from the upstream sewer 7, filters dust, and is swung by the weight of accumulated dust to drop the dust. A conduit pipe 13 leading the filtered sewage is disposed below the pendulum type cleaner 11 and connected to a power generator 15. The pendulum type cleaner is provided with a turning shaft 19 at an angular part of a cylindrical body 17 approximately doglegged as a whole in a longitudinal direction, a mesh part 23 for filtering dust, provided at a water receiving part formed of the upper part of the approximate doglegged shape, and a swing stopper 27 for regulating turning motion in an opposite direction to a swing direction.
