A control signal output device 100 includes a touch panel 4 including a position detection unit 102 detecting the contact on the touch surface 101 and outputting a contact position signal corresponding to the contact position, a position recording unit 103 for obtaining the contact position signal and successively recording the signals, a calculation unit 104 for calculating a displacement corresponding to a change of the contact position on the touch surface 101, and an output unit 105 for output of a control signal by changing correspondence between the calculated displacement and the control signal to be output.
