A waste disposal chamber 1 with an opening and closing door is provided. The periphery of a metal press plate 2 is brought into contact slidably with an inner wall of the waste disposal chamber 1. An air cylinder 3 is provided to pressurize the metal press plate 2 from above. Also a heating and cooling means 4 is provided. Lastly a controller 5 is provided to control the heating and cooling means 4 and the air cylinder 3. A device is small and of low cost by the arrangement to improve the heating and cooling efficiency, and a block of waste can be taken out easily by the opening and closing door. The collapse of the block can be prevented by the recesses and projections of the block.
