To prevent liquid refrigerant stored in a vessel with a radiator from flowing to a user side heat exchanger before the operation of a liquid pump is started by connecting a tube to the user side heat exchanger via the higher position than the opening end of the tube in the vessel with the radiator.
The liquid refrigerant stored in a vessel 5 with a radiator is returned to a liquid pump 1 via a tube 7 connected to the lower part of the vessel 5 to form a circulating cycle. The refrigerant in a closed circuit is radiated by the vessel 5 with the radiator during stopping of the pump 1, condensed to be liquefied, and stored in the radiator 5. Since the tube 6 is disposed via the higher position than the opening end 6Z in the vessel 5 with the radiator, the liquid refrigerant in the vessel 5 with the radiator is not flowed down to a user side heat exchanger 4.
