To provide a heat dissipating buffer for a submarine equipment which allows being thinned and improves performance of dissipating heat and buffering.

The heat dissipating buffer provides: an outer metal cylinder 31 having slits 32, 36 in the direction of an axis in parallel; an inner metal cylinder 35; hyperbolic meshing springs 41 plurally disposed between the outer and inner metal cylinders in the direction of the circumference to form a cylindrical shape; and annular rings 39 mounted at ends of the inner metal cylinder 35 outside ends of the meshing springs 41 in the direction of the axis. The thickness of the annular rings 39 is less than the thickness of the meshing springs 41 under a maximum compressed state.
