A device is configured so as to carry out convection by thermal actuation by disposing an active thermal actuator 108 on the solid or liquid thermal carrier for further stabilizing heat storage, and disposing fluid pipes on both ends of the active thermal actuator 108 to form flows toward a temperature difference body and a temperature difference body receiving heat dissipation. As the fluid of a lower temperature entering the active thermal actuator 108 from the temperature difference body from an inlet pipe, is heated through the device carrying out convection by thermal actuation, a convection function is brought into existence by utilizing the characteristic of dropping when cold and rising when hot, of the fluid. An open type heat dissipation system is constituted by sending the fluid from an outlet pipe to the temperature difference body receiving heat dissipation. Further, a closed type heat dissipation system is constituted by sending the fluid to an active radiator through piping, and then returning the same to the active thermal actuator 108 through the piping again.
