PROBLEM TO BE SOLVED: To obtain a heat exchanger and an air conditioning device that make workability better than before.SOLUTION: A heat exchanger comprises: a tank 3c that passes a refrigerant; a plurality of connection pipes 3ab connected to the tank 3c; and heat transfer pipes 2ab into which the plurality of connection pipes 3ab are inserted. The plurality of connection pipes 3ab each comprise a base end part 3b and a contracted pipe part 3a provided at a position more distant from the tank 3c than the base end part 3b. The heat transfer pipes 2ab each comprise an expanded pipe part 2a defined by an inside diameter larger than an outside diameter of the contracted pipe part 3a.SELECTED DRAWING: Figure 2
