To suppress damage to a housing when a heat exchange element is subjected to expansion/contraction by heating/cooling, in a heat exchanger in which an inlet pipe and an outlet pipe integrated with the heat exchange element pass through the housing.
A heat exchanger includes an inlet header 22 which is connected to a tube 17 while a heating medium to be heated in the tube 17 flows in, an outlet header 23 which is connected to the tube 17 while the heating medium heated in the tube 17 flow out, an inlet pipe 22a in which the heating medium flows toward the inlet header 22, an outlet pipe 23a in which the heating medium flows outwardly from the outlet header 23, and a PTC heater 18 for heating the heating medium flowing in the tube 17. The inlet pipe 22a and the outlet pipe 23a are sealed to a lower housing 11b in their circumference. Further, the lower housing 11b has a bellows-like sectional part 113 projecting in the out-of-plane direction of a lower wall 112 between the inlet pipe 22a and the outlet pipe 23a.
