A heat exchanger 70 includes: an outdoor heat exchanger 16 that exchanges heat between air and a refrigerant; and a radiator 43 that exchanges heat between air and cooling water. A core 71 includes a first section 71a wherein refrigerant tubes 16a and water tubes 43a are mixed and a second section 71b wherein only the refrigerant tubes 16a are disposed. At least parts of the refrigerant tubes 16a and the water tubes 43a are disposed adjacent to each other. Tanks 72, 75 are disposed on both sides of the core 71. A modulator 80 is disposed adjacent to the tank 72. The modulator 80 performs vapor-liquid separation of the refrigerant supplied by a condensation section 16c. The modulator 80 supplies a liquid-phase refrigerant to a supercooling section 16d. The modulator 80 circulates the refrigerant to the supercooling section 16d from the condensation section 16c by communicating between a plurality of compartments in the tank 72.
