PROBLEM TO BE SOLVED: To provide a heat insulation panel and a waterproof construction, excellent in water drainage.SOLUTION: A first heat insulation panel 1A is a component to be constructed by the side of a second heat insulation panel 1B. The first heat insulation panel 1A has a junction 6 to be joined with the second heat insulation panel 1B on the outer peripheral part 11, and a part 8 stuck to a waterproof sheet 2 covering both of the junction 6 and the second heat insulation panel 1B. The part 8 stuck to a waterproof sheet includes a concavity with a bottom 81.
