To provide a heat insulation planting device of a vehicle or the like for mitigating the heat island phenomenon by suppressing high-temperature radiation from a roof of the vehicle or the like to the atmosphere, and suppressing rise of in-cabin temperature by demonstrating excellent heat insulation.

A tray 4 is installed on a roof 3 of a vehicle 2, a large number of spaces 5 and 5 communicated with each other are formed on a bottom part 4A of the tray 4, and a root rot preventer formed of a large number of ceramic balls is installed on the bottom part 4A. A heat insulation/water-holding material 8 with "creepers" referred to as "ivy" planted as a plant 7 is provided on the root rot preventer. Further, a water feed system 9 which feeds water to the heat insulation/water-holding material 8 to promote growth of the plant 7 is provided.
