PURPOSE: To enable to seal operating fluid in a plurality of heat pipes at one time, and to enable to start and stop operation of heat pipes arbitrarily by a very simple structure, by providing five valves to a heat pipe.

CONSTITUTION: A feed pipe 21 and controlling parts 35 of valves 25, 26, 27, 32 and 33 of a heat pipe 22 are somewhat protruded to the indoor side I , piercing through a radiating material 17, so as to be operated by hands from the inside of a building, and the controlling parts 35 to these parts and the injection port 23 of a feed pipe 21 are put into a controller case with a lid so as not to be exposed to the indoor side I . The controlling parts 35 to the valves 25, 26, 27, 32 and 33 and the injection port 23 of a feed pipe 21 can be positioned on the outdoor side O from the radiating material 17 so as not to be projected to the indoor side I .
