The heat resistant packing member 10 wound on the through-body 22 is pushed inside the through-part 26 while compressing the first layer 12 in a state of still opposing the second layer 14 to the outer surface 22a of the through-body 22, the heat resistant packing member 10 in a state of at least partially compressing the first layer 12, is fixedly arranged between the through-part 26 and the through-body 22.
