To provide a heat storage floor structure and a heat storage floor construction method capable of effectively heating a room while suppressing waste of heating when the room can not be effectively heated only by the heating by radiation heat of a heat storage material.

Ventilation joists 16 are disposed on a floor panel 11 provided with a heat insulating material 15, a floor heating panel 21 capable of generating heat is laid on the ventilation joists 16, and the heat storage material 17, a warm air passage 20 and a warm air introduction portion 26 communicated with the warm air passage 20 to allow the warm air to flow therein, are disposed between the floor heating panel 21 and the floor panel 11. Thus the room can be effectively heated by the floor heating panel 21 and the heat storage material 17, and the waste of heating by the floor heating panel 21 can be suppressed.
