This heat storage snow melting system using solar heat is composed of a primary part composed of a heat storage tank formed in the ground, a heat storage tank circulating heat exchange pipe for circulating water or an antifreeze to the inside going round the inside and outside of the heat storage tank and a liquid sending pump for sending the water and the antifreeze in the heat storage tank circulating heat exchange pipe, and a secondary part composed of a roadbed buried in the ground surface, a roadbed circulating heat exchange pipe for circulating the water or the antifreeze to the inside going round the inside and outside of the roadbed and a liquid sending pump for sending the water or the antifreeze in the roadbed circulating heat exchange pipe. In the heat storage snow melting system using solar heat, the primary part and the secondary part are separately, respectively and independently controlled, and heat is exchanged between the primary part and the secondary part by a heat exchanger.
