Sealing cover plates 17a, 17b, 18a, 18b having the size to cover a vent passage 2a are provided inparallel at the first supply hole portion 6 and the first reception portion 12. Further, an end portion 8b of the first reception hole portion 8 is displaced downstream in a rotation direction from an end portion 6b of the first supply hole portion 6. Furthermore, there is provided pressure adjustment means for bringing the inside of the case 3 to higher pressure than the insides of the first supply hole portion 6 and the first reception hole section 8.
