An organic substance covering layer containing 10 mass% or more petrolatum is formed in a part or the whole surface of the outer surface of the heat transfer pipe or the header pipe. (2) Petrolatum content is specified to 50 mass% or more. (3) Water absorption rate of the organic substance covering layer is specified to 0.5% or less.
