This device is provided with a first heater 11 connected to a power source through a switching element and built in a roller, a second heater 12 connected to a power source through a switching element and built in a roller and having a heat distribution different in axial direction from that of the first heater and arranged in a lower heat capacity side of roller than the first heater, rush current control circuits 23, 23 controlling rush current of the second heater, and a control means 40 controlling current flowing in the first heater, the second heater and the rush current control circuit by controlling a state of each switching element. The first heater is controlled to reduce numbers of turning on by lowering a set lighting temperature during stand-by state of the device.
