To provide a heating mat usable for snow melting or anti-icer, having high durability, shock resistance and load resistance and excellent in uniformity of temperature distribution.

This heating mat comprises: a base mat material 10; a heating element 20 buried and wired in at least one surface side of the base mat material 10; and a heat-leveling material 30 mounted on the mat material 10 side of the heating element 20 side and rich in heat conductivity. Since the heating element 20 is protected by the lower mat material 10 and the upper heat-leveling material 30, high durability, shock resistance and load resistance can be provided. Since smooth heat transfer is carried out by the heat-leveling material 30 on the upper side of the heating element 20, excellent uniformity of temperature distribution is provided for the entire mat surface.
