To provide a heavy oil-modifying device using hydrothermal reaction by mixing a high temperature, high pressure steam with the heavy oil for reacting to modify the same, in which a desalting device is eliminated for economical advantage and saving of space.
The high temperature and high pressure steam is mixed with the heavy oil in a hydrothermal reaction modifying vessel 1 and reacted, and the modified oil and steam are transported to a gas liquid-separator 7. Then, the temperature of the gas liquid separator is adjusted (cooled), condensing a part or the whole of steam to water to separate contained salt by dissolving with condensed water from the modified oil, and oil and water are separated by a centrifugal separator 17 and the salt contained in water is desalted by a water purifier 20.
