A helmet and cap electric fan is provided with a battery receiver and a blowing device comprising a fan and a motor in an electric fan casing. A blowing opening and a band receiving cushion are provided to the casing at a head side. A lower end of an electric fan mounting band such as a band-like surface fastener male is fixed to the casing at a rear side position of a band receiving cushion lower end. A band fixing part such as a surface fastener female is provided to a casing upper surface. A suction hole is provided to the casing opposite a head side. A band portion of a helmet or a cap is held between the band receiving cushion and the electric fan mounting band, and is fastened by the electric fan mounting band. The helmet and cap electric fan is mounted by being pressed and fixed to the band fixing part by fingers.
