PURPOSE: To realize a high-efficiency transmission for the information by giving the interpolation prediction to the nonsampling picture element via the adjacent vertical and horizontal four sampling picture elements, delivering the nonsampling picture element after division into four parts and also delivering the sampling picture element after division into four parts.
CONSTITUTION: Memory 3 memorizes sampling signal SGi, and memory 5 predicts 4 and memorize the nonsampling picture element. At the same time, level recorder 6 decides the level of the predictive value or the sampling value, and logic decision circuit 7 decides the states of four-division picture elements O1∼O4 to transmit output signal SGO. In other words, the interpolation prediction is given to the nonsampling picture element via the adjacent vertical and horizontal four sampling picture elements, and the nonsmapling picture element is delivered after division into four parts. And also the sampling picture element is delivered after division into four parts. Then the nonsampling picture element is transmitted with compression. Thus a highly efficient transmission becomes possible for the information.
