Abstract:

PURPOSE: To improve an encoding efficiency by a few subtracting amounts by multiplexing movement-compensated inter-frame predicted sub-band coefficient data obtained by a compensation band dividing means by 1 or 0 weighting factor by a coefficient filter, and thereafter inputting the data to a subtracting means.
CONSTITUTION: Input picture data 1 are converted into in-frame sub-band coefficient data 3 by a DCT by each N×N block by a band dividing part 2. On the other hand, local picture data 17 of the previous frame stored in a frame memory 16 are inputted together with the data 1 to a movement detecting part 19, and the data are converted into movement compensated inter-frame sub-band coefficient data 21 by a dividing part 18 based on obtained movement vector 20. The data are compared with the data 21 by each bus-band by a coefficient discriminating part 22, an in-frame/inter- frame switching is operated so that a power in the block can be the minimum, and switching information 23 in outputted. Then, data 25 obtained by multiplying the data 21 by the 0 or 1 factor by a coefficient filter 24 based on the information 23 are subtracted from the data 3 by a subtractor 4, inter-frame difference data 5 are quantized by a quantizer 6, and video encoded data 9 are outputted through an encoding circuit 8.
