Abstract:

PURPOSE: To quantize a conversion factor by an optimum quantizing step in any compression state by enabling the change of the quantizing step of the conversion factor for every block of different size according to compression states.
CONSTITUTION: Input image data 1 arranged in order of the scanning line of a video camera, etc., becomes data 3 which is changed to the arrangement of the data of a basic processing block unit by a basic processing block division part 2. This data 3 determines the conversion factors for all the blocks which are possible to exist within the basic processing block by the basic processing block unit. As a result, the conversion factors 5 for all the blocks are outputted. Since a quantizing step control part 9 discriminates a range from an allowable distortion 8 and controls a conversion factor quantizing part 7 by a control signal 10, the change of the quantizing step for every size block becomes possible.
