To reduce power consumption of a low pressure fuel pump when it is rotated at high speeds by stopping the fuel discharging action of a high pressure fuel pump and by making the high pressure fuel pump suck air when the low pressure fuel pump is stopped and by removing air in the fuel when it is normally operated.
When a low pressure fuel pump 3 fails, the fuel discharge function of a high pressure fuel pump 4 is made invalid by connecting the low pressure passages in the high pressure fuel pump 4 each other and the air in a fuel tank 2 is sucked by the negative suction pressure of the high pressure fuel pump 4. The part of low pressure fuel (suction passage 15) in the high pressure fuel pump 4 communicates with the low pressure part (overflow passage 24) of a fuel pressure control valve 5 for controlling the fuel pressure of the high pressure fuel pump 4 via an orifice 32.
