A hydraulic monitor conduit 15 is arranged between an activating air supply pipe 2 connected to the air converter C and a high-pressure water supply pipe 11, and one end of the hydraulic pressure monitor conduit 15 is connected to a hydraulic sequence valve 4 provided for the activating air supply pipe 2. Then activating air at relatively high pressure supplied from a compressed air supply port 1 is supplied via a conduit 2-1 to the air converter C to activate the air converter C, and the hydraulic sequence valve 4 is activated when hydraulic pressure in the high-pressure water supply pipe 11 reaches a set value, the supply of the activating air is switched to a conduit 2-2 provided with a pressure reducing valve 16 to terminate the activation of the air converter C, to thereby complete the supply of the high-pressure water.
