PURPOSE: To reduce the operating force with a simple constitution that a rewinding gear driven with a high speed gear geared with a flywheel is changed over to other gears by regulating or releasing a torque produced with gearing with the high speed gear in interlocking with the operation of a high speed operator.

CONSTITUTION: A high speed gear 19 is driven with gearing to a flywheel 9, a torque produced with the drive of the gear 19 geared with a rewinding gear 22 is regulated or released with/from a rewinding operating plate 3, and the gear 22 is changed over to either of a fast feed gear 25 or a supply reel stand 29 selectively. In this case, a stress produced in the rewinding gear 22 through the gearing with the gear 19 is used to perform gearing between the gear 25 and a winding reel stand 28 and between the gear 22 and the supply reel stand 29 automatically, allowing to reduce the operating force for gearing the gears 22 and 25.
