PURPOSE: To dispense with the removal of a hold-down tool after the object of a vegetation net, etc., is attained by connecting anchor sections having pointed ends at both ends by a connecting section and forming both the anchor sections and the connecting section of a natural decay substance.

CONSTITUTION: A hold-down tool is composed of anchor sections 1 and 1' with pointed ends and a connecting section 2 bonding the anchor sections 1 and 1'. Both the anchor sections 1 and 1' and the connecting section 2 are formed of a natural decay substance. Vegetation sheets are fixed on a slope by using the hold-down tools. When vegetation is completed, the surfaces of the connecting sections 2 pushing the sheets of a ground surface are cracked innumerably and deteriorated, and broken easily by contact fingers.
