A cutting blade tip 7 is brazed on the surface in a rotation direction of a chip discharge groove 6 by the tip of the base metal part 4 made of a steel of a tool body. Recessed grooves 10 are formed at intervals of a proper distance in the outer peripheral surface of the base metal part 4, and a rod-form pad made of a cemented carbide is fitted in and brazed therein. The pad 11 is slightly protruded from the outer peripheral surface 4b of the base metal part 4 and retracted from the outer peripheral cutting blade 7a of the cutting blade tip 7, and slightly protruded from the tip surface of the base metal part 4 and retracted from the tip cutting blade 7b of the cutting blade tip 7.
